Whois gc.ca

This is just something random I discovered on the net, but I did a whois on gc.ca and learned that the gc.ca is a normal .ca domain like every other .ca domain, registered at Internic.ca.  But what I found funny was that they only registered the domain for 1 year.  Are they expecting that Canada might go under in a year and that our future is too uncertain?  I also like the nameservers Rusty and Jerome.
