The Globe and Mail Paying to Advertise on Their Own Website?

While reading news on The Globe and Mail I noticed this small banner:

It leads to a doubleclick.net server. I guess they could be using some kind of campaign management system to track click stats of their banners, but it seems doubtful. I wonder if someone realizes they’re paying to advertise on their own website.
